It's for cooling off in sweltering summer heat, not for swimming, to be able to go right out of your house and immerse yourself in cool water can be quite a treat. Xinjiang is a desert region, in desert region summers are murderously hot.

When you don't even have enough clean drinking water for everyone, you should not spend time worrying about what clothes people wear when they have water fun in hot summer days in another country
