If he is innocent and is not involved in any anti Pakistan activities I have no problem in pardoning him.

Come on, it is cruelty if he is innocent and imprisoned for 20+ years.

Even if he is a spy(not involved in any crime activities), 20-25 years is not good, even for both counties.
