He hasn't been able to appoint 30% of his cabinet level choices because of the constraints. He can't even get a oil pipeline approved to take oil out of the shale fields of North Dakota. He couldn't stop the FBI from investigating him for 4 years! And on and on with his agenda. Those American system constraints on him are absolutely real.
