Will Western museums ever return disputed artefacts?

A quartzite head of Egyptian King Tutankhamun was auctioned off in the UK against Egypt's will. It is another example in a long line of disputes over artefacts which have been taken from their countries of origin and can now be found in major Western museums.
 
This may be a weird position to take, but I don't think western countries should actually return the artifacts until the country becomes developed enough to take care of it.

So much mismanagement and looting of artifacts happens in developing countries that they are actually safer in the west.

Once the country is developed enough to have safe guards, then 100% they should be returned.

An example of this is artifacts that France stole from Korea in the 1800s.
Since that time Korea went through a lot of trauma that could have caused those artifacts to be lost.
But now that Korea is developed, it demanded the artifacts be sent back and France did so.

The West should keep some of the artifacts because the museums are well funded and secure. it is a win win because of cultural exposure the country gets in the West. But it has to be worked out in tandem with the countries from which it was taken
 
If West returned artefacts to the home countries, British Museum would become empty building.
99% of inventory in British Museum dont have nothing to do with British people.

Only kitsch inventory from english kings and queens will remain.
