It could be external pressure from Saudi and USA. Nawaz Sharif is a Indian RAW agent and they might be using Saudi government to pressurize IK to give him NRO.
Only difference between Altaf Hussian and Nawaz Sharif, Altaf accepted publicly that he is a RAW agent and Nawaz didn’t.

If current government decided to give NRO, there has to be some conditions.

I don't know how much can be recovered from Zardari or Sharifs or etc etc but if even $10 billion are recovered that will go a long ways in lining up water canals--an urgent priority for Pakistan-- reforestation, building tourist resorts, improving security agencies, improving basic education system/schools...

Malik Riaz will be coughing up $3-5b soon to pay for Bahria Karachi, which is still small amount. Even his income tax liability will be much higher as he has appx $30bn.
