I don't know about other cities. I only know that our cities are county-level cities.
Within cities or surrounding of it, 6-8 lane road/expressways are expected. But I was talking about Interstate or Inter-provincial long distance highways/expressways. There is nothing unusual about Chinese expressways connecting long distance cities and provinces with 4 lane expressways. Rather expected, considering that even American interstate highways are mostly 4 lane. Some American interstate highways are even 2 lane. Specially thinly populated states such as Nevada, Colorado, Arizona, Wyoming, Montana etc. So 4 lane expressways connecting provinces and Metro cities in China are entirely fine and adequate. Six or 8 lane expressways in such cases would have been overkill which neither United States nor China did. And this is prudence in spending public money. You build which is required and give good returns. Why anyone should build 8 lane expressways if traffic volume do not require it and rather suffice by 4 lane? Cities apart by hundreds or thousands of km distance do not require 6-8 lane expressways. Four lane are enough.
