Turkish people's respect for animal life shows compassion in society, also Prophet Mohammad loved cats

In Pakistan, there is much more need to be done to protect animals
 
Islam stresses about kindness towards animals but it is not necessary to pet them and take away their freedom. However, in case you do pet them.. then you're responsible for providing them sufficient and good food and treat them kindly. However dogs should not be allowed inside the house or the angles of mercy do not enter the house. You can keep the dog outside in case you need them for security and help in herding etc.
 
Pets are allowed

Cat, certainly it's mentioned if you keep it in the house you have to feed it and not chain it
Their is a prominent hadith on , owning a house cat (imprisoned cat, one that is living mostly in home). If it dies of your neglect you will be held accountable for it if you fail to feed it

Dogs can be farm dogs, sheepdog, and hunting dog (which covers all kind of dogs)
Majority of dogs act as guards for home

There is a statement about losing % of your daily good deeds as payment for keeping a dog however it does not outright say you can't keep a dog


* Stray dogs were generally not approved of, that is true also in a western society where dog population is closely monitored so there are no wild dogs, in morden times stary dogs are picked up from streets even in western world
