Why Pak army entered so late into the 1948 war of Kashmir?

Tribals in Kashmir ceased to exist after nov 7 1947, when, in a brilliant outflanking and encirclement maneuver by IA killed 1000 of them in half an hour. After that, it was PA in disguise and regulars from Chitral. Tribals were there for the easy loot they were promised, not for anything else. Hell, they were cheering the armored cars thinking they were to help them right until the same mean machines opened up raining lead...

Damn lots of pink indians today, nice to see.
 
I think its common knowledge Pakistan Army / resources and man power were very limited immediately after partition
That's no excuse. Even if PA resources and manpower were very limited they still would have proved to be more organized and formidable than the Tribal militias who didn't even have adequate weaponry for the most part.
