NATO is made up of many countries, each defined by its own language. Each expects others to defend itself, but each is not willing to sacrifice to defend others. This is why NATO is not an effective alliance.

Yes, I didn't say Warsaw pact don't have conflicts. I said NATO had internal conflict.
