No, America did not ban India as of yet. Once America puts a ban then India will squeal a bit, although Indian diplomats are highly skilled, astute and cunning who usually make the right moves on the world stage.

There was an article not long back that criticized the S-400s saying if it only has 8 launchers and if hit with a swarm of missiles, it won't be effective.

It contained such informative information such as throw away your spare S-400s, because even if it has a 100% hit score, it can only hit one missile, per SAM.

It was Amerikan propaganda.

The deal for S-400 has already been signed and they will be delivered to us in 2020

US counter-offered the Patriot system initially and recently offered THAAD as well but GoI is well aware of US's nefarious plans and how we may end up being sanctioned if we act against their interests. That is also the reason IAF kept rejecting F-21 aka F-16 despite LM's push.

The only possible system that India may procure from the US in the next 5-10 years maybe EMALS for IAC-3

Not as off now, seemingly Trump might ask India to invest into US market or let him do more business in India and he will keep a blind eye for India buying S-400, and now after the recent clashes, i don't think that Indians will back off from this deal even if America say so .
