Maybe the Indians have taken the Russian Generals comment of ''Cows in the cockpits'' to heart.Tie down’s are common into concrete for many jets - must be a windy(pun intended) area which can cause fighters to roll. That being said, it is a piss poor job of tieing down an aircraft - it has to be fully taut to ensure no movement.

You don’t appear to be the foremost authority that you are trying to portray by giving examples of donkeys.I haven't seen a fighter jet tied down like a Donkey as in OP.
