Why did smart bombs miss the target in Balakot?

I am not posting this question in IAF or PAF forums because I don't think it is a military or professional failure. It would be naive to belive IAF pilots were dumb. Even if it was a mistake, it should be the last option in the analysis, not first. The suspicion is the smart bombs served actually a strategic purpose. It could be just poking Pakistan to see their reaction. It could be something else.
Was IAF testing water? OR
Was IAF/ Indian military did not agree with political intervention or the intelligence and decided not to kill people for nothing? OR
Was the type of weapon not good enough for the task?
Was the intelligence wrong? (difficult to imagine in the time of satellites; it will amount to professional failure at one or another level)
Were the attackers not good enough? That option is actually least possible. Remember IAF bombing PA in Akhnoor (65), Longewala (71) etc.

There can be many other questions, but what is the answer? It is important that we answer the question to understand what is going on.

well if india wanted to bomb a real target............... we wont be having this discussion.........

it was a delibrate bombing ...........in open space..........

thats what they planned..............

wait for the real ambush......

It was a hasty response, they were panicked and dropped their bombs without proper locking the target .
Five or six posts with similar option. But, if they were in hurry, or got scared and didn't lock the target properly, why all the bombs landed on the same hill.

I think we need to rule out the possibility of 'hurry, scared, didn't lock the target'.

The IAF were caught with there pants down i honestly dont think they were expecting Pakistan to retaliate

indian smartbombs are like indian people. Lots of talking, shouting, hot air but powerless and harmless in reality.......:azn:

Just when they were about to launch their missiles, someone from Pakistan said 'BOO', and rest as you know is history.

Indian Government itself claimed to kill 300+ and bombing of imaginary JeM HQ. So the question of why did smart bomb miss or not, does not arise. The real question, as few saner voices within India are asking, is that why the fake claims? which now proven nothing but humiliation for India itself. And these payloads dropping in jungle while killing One Crow & breaking trees, proves our timely response to IAF violation from LoC by detecting them in time, intercepting them and forced them out of our boundary. Whatever IAF dropped was nothing but acting in hast for a quick run. Why can't we just examine and refer India's own claims on first day?

They were here definitely to target xyz but PAF did not let them to succeed. These questions are similar to Indian excuses through changing statement on every single day though with intent to score something but returned in failure yet with bragging before Public whereby all the material was ready to boast public to vote BJP Modi again.

Because any smart system needs an equally smart operator.

India used cell phone tracking to aquire targets. In this aquisition India used USA technology which was provided to India by a third country. This was how India aquired it's targets and we surprised them. India missed the target. Just an opinion.

Does It imply that people used that hill to communicate inside India? In other words, they - in the suggested scenario- didn't miss the target.?!...?
What was their target to begin with in the first place? ? ?
Wasn't it a terrorist camp? Let's suppose there wasn't any particular target, the question remains there; did they only want to show they can hit? But, hitting jungle isn't impressive for the warning any one. Maybe they were banking on their diplomacy and international pressure??

Have I said India successful hit the target? It is something you want to imply. I am saying that cell intercepted tech could have been faulty. The actual keys to the whole issue rest in India and it is India which has to disclose how and why they failed.
