Why did smart bombs miss the target in Balakot?

I am not posting this question in IAF or PAF forums because I don't think it is a military or professional failure. It would be naive to belive IAF pilots were dumb. Even if it was a mistake, it should be the last option in the analysis, not first. The suspicion is the smart bombs served actually a strategic purpose. It could be just poking Pakistan to see their reaction. It could be something else.
Was IAF testing water? OR
Was IAF/ Indian military did not agree with political intervention or the intelligence and decided not to kill people for nothing? OR
Was the type of weapon not good enough for the task?
Was the intelligence wrong? (difficult to imagine in the time of satellites; it will amount to professional failure at one or another level)
Were the attackers not good enough? That option is actually least possible. Remember IAF bombing PA in Akhnoor (65), Longewala (71) etc.

There can be many other questions, but what is the answer? It is important that we answer the question to understand what is going on.

incompetent iaf and PAF Scrambled them out of our air space with warning.

indians objective was not to hit the target it was sur ji kal darama like last time . target hit or not some one die or not jaish or no jaish at target all the objective was to get vote with chest thumping we did a air raid . indians main itni logic nhi hai ke wo apni gov se poochty . in fact indian media is ruling indian brains .and indian media is dog of modi and bjp now a days

There is no camp at the site that was attacked. Most likely the Indian jets were in the area testing our response time and when taken by surprise as the PAF pounced upon them they carried a "bhagorical strike" and ran regardless of the knowledge where the payload is falling. Luckily for them, it did not hit one of the farms at that site or else Pakistan's response would have been much much more stricter!
 
I believe they were in hurry. I don't think it was to check our response, we daily pound them on LOC in tit for tat.
 
This was all done to help Modis election campaign and play to the edgy home audience.
Drop a few bombs on jungle in a hurry and start chest thumping, however they didn't expect the PAF would in turn shake buildings of the Indian Brigade HQ, RAW Office, the ammo dump locations and a few others.
Ask Indian Army Chief if his hearing is quite normal.

It was criminal decision to not hit at General Bipin as he was in target range.
There's no wisdom in one sided sacrifice.

Go to sleep bro. There was nothing in the area of Jaba where Indian bombs fell. There is no school there of any kind. If you want I can travel with there coming summer for holidays and we will enjoy tea there.

There target was that school 'talim ul Quran'.

The place which they are saying is not talim ul Quran but a girls school operated by few teachers and even that girls school is a kilometer away from where the bombs were dropped bro.

if te missile would have hit the target and madrassah children would have been killed then, it would have been second APS for us. India would have beeged us for mercy in that case.

If you had seen the interview which correspondent of Al-Jazira took from one local resident, he openly accepted it a terrorist training camp.
Where the hell is govt. machinery and local press? We expect to hear the truth from our own bloody useless information ministry!

You are asking to much why only one was sufficient. Answer

Because they hit nothing and there was no damage and we retaliated strongly the message has been delivered and whole nation is satisfied with the response. It is a job well done.
