I am not posting this question in IAF or PAF forums because I don't think it is a military or professional failure. It would be naive to belive IAF pilots were dumb. Even if it was a mistake, it should be the last option in the analysis, not first. The suspicion is the smart bombs served actually a strategic purpose. It could be just poking Pakistan to see their reaction. It could be something else.
Was IAF testing water? OR
Was IAF/ Indian military did not agree with political intervention or the intelligence and decided not to kill people for nothing? OR
Was the type of weapon not good enough for the task?
Was the intelligence wrong? (difficult to imagine in the time of satellites; it will amount to professional failure at one or another level)
Were the attackers not good enough? That option is actually least possible. Remember IAF bombing PA in Akhnoor (65), Longewala (71) etc.
There can be many other questions, but what is the answer? It is important that we answer the question to understand what is going on.
