Last time I checked, USA doesn't have military base in China and it can't dictate China's foreign policy. China can and does stand on its own feet economically, politically and militarily on international stage.

DF-11 is a short-range SRBM missile, it is not an ICBM. the wars between Iran-Iraq all show this, even the first Gulf war, Iraq has used Scud missile (similar DF-11) to attack the base of United States at Saudi without encountering resistance like force US ICBM

No matter whether short or ICBM, assuming China attacked Vietnam (and probably USSR as well) by ballistic missiles, both USSR and Vietnam would have just few minutes to decide whether or not to retaliate by launching own ballistic missiles? Don’t underestimate Vietnam air defence,we would detect China incoming missiles immediately. After missiles are launched there is no way to call off. Don’t forget Vietnam was also backed by Washaw military pact.

In 1979 China had DF-11 missiles, they were able to shoot into Vietnamese territory, I think China did not want to escalate the military.

I understood Vietnamese air defense was quite strong at the time, but they were unable to fight ballistic missiles
