Why CIA and ISI slept over intelligence about so-called nuclear test of India?

In 1998, CIA and ISI were caught napping over intelligence inputs about 'nuclear test' by India. Don't say that CIA wasn't interested in Indian nuclear programme. Till the nuclear tests were 'conducted', they did nothing but once the tests were made public, a furor was created. West was up in arms against India. Sanctions were imposed, lectures were given and what not.

So why did the West fail in preventing India from acquiring nuclear weapons?

I can think of two reasons:
  1. India probably simply purchased the nukes from other countries. So keeping the so-called nuclear test secretive wasn’t a big deal.

  2. Could it be that CIA is an extremely over-rated organization? When Henry Kissinger traveled to China in 1971, Prime Minister Chou En-lai asked about C.I.A. subversion. Kissinger told Chou that he vastly overestimates the competence of the C.I.A. Chou persisted that whenever something happens in the world they are always thought of. Kissinger acknowledged,"That is true, and it flatters them, but they don't deserve it."

    Intelligence and detective professions are known to require immense hard work and continuous vigilance for long periods of time. And Americans are notorious to be lazy. This is proved by the fact that West is willing to accept immigrants from Western countries to run their economy.

India did its tests and billions celebrated thinking they could wipe pakistan out, the next day the the muslim ummah got its first nuclear power state and the rest is history.

What a gratuitous and stupid thing to say...as if laziness was the cause of CIA's intelligence failures. Obviously, you have no idea what you are talking about.

I strongly believe Pakistan was ready for its nuclear test well before 1998, it was just waiting for India to do their first. Smart move on Pakistan's part as India took the brunt of the criticism.
 
Pakistan was anxiously waiting for this moment for past 3 decades so why would it ruin that opportunity. Our readiness was so high that within days we tested 6 devices....so if you still think ISI was sleeping then it is upto you... Hallucination is your right

Okay. ISI might not be sleeping but CIA surely didn't act. Look at their reaction.
 
What a great interview on Gen. Zia ul Haq's part. It's amazing how composed he remains under all the finger pointing. He plays the freedom card on the American journalist. LOL Extraordinary!
This shows when the prep actually started, and Pakistan's stance on the subject during the early days.

One discomforting thought: Just as we Indians are confident of indeginous capabilities of our scientists, Pakistanis too are confident of their scientists. By corollary just as we ridicule Pakistan's nuclear and missile programme, one can also argue that India's technology is nothing but plagiarism. If you say that India's case looks more genuine, one can explain it with a solid reason that India has more money to create red-herrings (misleading clues) to make it look genuine. We, lay people cannot be sure because we are not in the know. We are not the concerned persons on ground zero. We can merely guess not even speculate. Hence it is often said that many of RAW's (RAW is also responsible for defense deals and has a science and technology division in its organisation) successes and failures are shrouded in mystery and we may never know the truth.

In that case ( whoch is somewhat fictious) then RAW has indeed lingered on with rafael and is nto doing best to fill the critical void in Indian military that are filled by purchasing foreign maal

Whether Pakistan got its nukes from China or USA or built indigenously is not my concern. But India surely did not buy nukes from any nation. Sanctions following 1974 tests is the clear indicator for that. Just mere knowing that atoms can be break down to release high amounts of energy, a concept first experimented in western world is not plagiarism. It still requires sophisticated bombardment if neutrons to start the reaction, which is not an easy task. Otherwise you would be stuck with the dirty bomb at best, using radioactive substance. Already limited nations earlier knew how to make these, and doubt anyone would choose to help India over Pakistan, considering helping latter would make things more interesting in South Asia :).

Both countries started making/learning the technologies since 1970. India officially tested in 98 and so did pakistan. Both countries were unofficially nuclear powers since a long time ago.

i suggest you watch the video of Zia Ul Haq @SorryNotSorry posted above in post number 6, tells you the insight of how secretive both countries programmes were before they officially told the world.
