In China we have a saying. All officials are friends. That means, they corrupt together, and go down together. Every time a corruption is investigated in China, at least 5 people go down. Its always a ring. At least in India, corruption is individual. What if our corrupt bureaucrats start teaching your bureaucrats how to be corrupt even more efficiently?
