Forgive me, but it has become a kind of "lazy" answer since the late 90s ....What most relatively well-to-do Indian has been blind to are the cultural reasons for open defecation and casteism/untouchability

Lack of sex education, female empowerment, female rights....Female empowerment can happen when labour intensive industries move in.....Look at Bangladesh

To be frank the general male culture of these states is a bit repugnant.....Item songs from Bollywood where one midriff baring woman dances lasciviously in front of a thousand men, also donot help matters

I donot mind the context of old "disco" songs like "It's the Time to Disco" , but modern ones like "Party All Night" have objectification of women imprinted all over them



The two states represent 25 percent of the entire population...and on top of that dominate Indian politics...In the future they will get even more Lok Sabha seats


I say Electoral College is the only answer...These states should not be rewarded for their overpopulation

a modicum of romantic freedom to women will change things..women will get married then at 25 not at 18....thus giving birth to one child over the course of her fertile years instead of the three right now (in these states)

Even I believe your data to be true but I don't believe corruption is the cause of poverty in UP&Bihar.
Reasons:
1. Punjab, Tamil Nadu, Telangana is equally high in corruption to UP&Bihar but they are rich states.
2. Odisha and West Bengal are equally poor states to UP&Bihar but still low in corruption.

You don't want to believe any data of 2005, were UP & Bihar not poor then?

went to Pakistan--mohajirs(not exactly loved by son of soils)
Went to BD-- live as refugees(again do not exactly get thr due)
Went to Nepal--madhesi(again not in very gud terms wid actual nepalies)
Went to othr indian states-- (manage to attract the ire of localites,,eg Maharashtra)

people from UP, bihar are also running country called mauritius, so its not really fault of the people but the hindutva mindset which few hindu padri like people are misleading entire population, not to mention as already stated, the colonial type treatment to the areas of UP, bihar because these areas rose up during the independence war in 1857, secondly about refugees in bangladesh, they are political refugees and not economic refugees. The maharashtra people are also discriminating against the assamese refugees, north east refugees, so its not really only about biharis and UP.

now compare the bihari migrants in mauritius to tamil refugees from backward american countries like Caribbeann, guyana etc
