Because of 2 reasons.
1) India has over a huge population in Farming and agriculture.
2) If a guy does suicide because of XYZ reason (Say failure in love), and if his profession in farming, it is considered as farmer suicide.

Because Indian Government sucks blood of farmers: farmers who are already poor & marginalized. In Urdu we say "Qahar e Darwesh Barjan e Darwesh", so, poor peoples unable to do anything, end their own life in the end!
