Problem with Pakistanis has always been that they act without consequences. When they invaded Kashmir in 1965 they didn't anticipate that India would retaliate on Lahore and Sialkot. Also when they used military to quash civil war in East Pakistan and opened Western frontier, they didn't anticipate that India would intervene in East Pakistan.
Same thing today. They wish to intervene in Kashmir again without thinking what it will cause in other parts of the country.
