You are right, we are just talking about tens of billions right now..may it be Xi's visit or Japan visit or even the FDI and the FII that's come which has been around the 20's in billion. Implementation of the projects will take at least 5 years. This doesn't go far in the short term. What is needed is not such investments on visits but rather an overhaul of the investment atmosphere if we desire 100's of billions in investment, and creating that environment will take a decade.
