In my view in order to develop /R&D thing one needs to lay foundation bcas in a R&D its never single man (at least if we want to develop industry with sustained level of growth) all disciplines have cross functional inputs .Social/Economical/Technical (in technical you need people from material,aero,elect,mech,mechatronics so lots of lots of mini projects are combined in making this bigger project .SO in my view for how long we can cheat our selves by importing CNC machines /learning from TAI real foundation and innovation will always be missing .As we try to copy absorb tech and manufacture it but not innovate it (thats the hardest part) Mere manufacturing is not every thing trust me i am in manufacturing business level of expertise in process control and QC is much much higher in European mills weather we liked it or not .Just wanted to make this point as this is what i feel no offense to any one .Because if i were the planner i start investing on people (to get qualification) give them projects hardest part trust them and there instinct and try to develop true tech visionaries .
 
Or may be because Nishant was unreliable at the time and still in experimental stage. Wiki says only 12 were ever built at exorbitant price of Half a million per UAV.

actually Nishant went into a long trial before came into service.you surely understand that its not just a small drone like Jasoos,right??two variants are already there,Catapult Launched as well as Conventional Take off.it flew first time way before Jasoos,in 1995.

plus,this Homegrown UAV lost its benefit when Armed Force purchased Searcher-II and Heron.but the silver lining,we're now going for Rustam and Rustam-II.

PSLV-C2 lifted off from SHAR Centre, Sriharikota today (May 26, 1999) at 11:52 am at the opening of the launch window. IRS-P4 was injected into orbit about 1010 seconds after lift-off followed by the injection of KITSAT-3 and DLR-TUBSAT, respectively. In the flight sequence, the 294 tonne, 44.4 m tall PSLV lifted off from the launch pad with the ignition of first stage motor along with four strap-on motors. The remaining two strap-on motors ignited 25 seconds later.
