In the Balkans, Greece has the edge if you exclude Turkey.
They have been over-spending too much in the last decade. That is why they are bankrupt at the moment. Greece won't be able to keep its current army assets for the next decades. In the coming decade I see Romania and Bosnia growing stronger.
Also, for argument sake, let's say a third Balkan war erupts. Would Greece be able to finance a war? Germany would cut their financing to Greece and they would collapse the next day. The Balkan countries can't wage war independently. The Balkans is where Turkish, European and Russian powers meet. I don't see war happening between Turkey and Europe.
Balkan war could happen if Russia starts supplying Serbia and Bulgarians to destabilize the region. Russia has serious potential to do this as retaliation against NATO expansion.
Strongest army in the Balkans is Turkey. They would definitely have a role in protecting Bosnia, Albania, and Macedon. These are friendly key countries in protecting Istanbul.
Greek air force was never top notch to begin with. At the moment it is even worse since they can't afford training and fuel. Also upgrades are out of the question for a lot of decades to come. Turkey is partly in Balkans but it is not a Balkan country. It has an army there. That is the most important. Turkey's best armor and military equipment is located in the Balkans for a reason.Greece is a NATO member and has held its own against a vastly bigger population turkey. In fact Greece has a better air force and pilots than the turks.
Serbia has fought against NATO and that requires guts.
Croatia/ Romania/ Bulgaria are all on the same level more or less.
albania is a joke.
Greece has fought many times against turkey and if I am not mistaken both these countries have a long and bitter history.
Greece did not go bankrupt because they spend too much on defence but for other factors. Romania may grow strong but bosnia will still have to live under NATO protection.
War in balkans will always see NATO or Russian interference. So war in that region is impossible for now.
Turkey is not generally counted as balkan state. Techinally turkey may be balkan but its kind of a perception. And who is going to invade istanbul anyway? Greece has its own problems and turkey still has the protection of NATO.
