Why would a country drowning in oil create a nuclear program for energy purposes?

America and Russia both has got gas and oil resources while the USA operates around 104 nuclear power plants:

On the other hand Iran nuclear program initiated before revolution in Shah era (Mohamed Reza Shah initiated Iran's nuclear program during the 1950s with assistance from the U.S. Atoms for Peace Program. Establishing the Atomic Energy Organization of Iran (AEOI) in 1974, the Shah had ambitious plans to construct 20 nuclear power reactors, a uranium enrichment facility, and a reprocessing plant for spent fuel..) , in that time Iran had half of population it's got now and surly wasn't a industrial country thirsty for energy a noteworthy and interesting fact is Iran were producing 6 million oil barrel per day in comparison by 4mil after revolution.

Now tell how Iran before revolution while had oil and gas with half population needed 20 nuclear power reactors but now it doesn't ....
