For example:

• X could enrich uranium to 20%
• X could enrich uranium to 50%
• X could enrich uranium to 70%
• X could enrich uranium to 100%

What is the actual difference?
Does the higher percentage mean stronger or larger or what exactly?
Is 20% still dangerous?

Natural uranium is 99.284% 238U isotope, with 235U only constituting about 0.711% of its mass. 235U is the only nuclide existing in nature (in any appreciable amount) that is fissile with thermal neutrons.

Pretty much, although you do need a lot more than 20% produce a practical weapon when reaching critical mass (as far as warhead weight is concerned).

They will need a much much more than 20% to make a deliverable weapon.
The % purity is not a linear relationship.
As you keep getting more and more 235, the longer and more difficult it gets.
