We think 10 times before approaching ISI: Saudi Arabia Major General Khalid al-Humaydan

A top Saudi Arabian counter-terrorism official had told United States’ ****** envoy Richard Holbrooke that he had little trust in Pakistan’s ISI when it comes to sharing information with it on terrorism, a U.S. cable released by WikiLeaks cable reveals.

Major General Khalid al-Humaydan (“Abu Ali”), who has been leading operations against terrorists and those involved in sending funds to terror outfits based in Pakistan, had said his security forces had detained numerous individuals from Pakistan and were seeking cooperation to probe their activities.

In a meeting with Mr. Holbrooke, the Counterterrorism Advisor to the Ministry of the Interior Saudi Arabia, said his agencies have to think “ten times” before approaching the ISI.

“He (al-Humaydan) added that ‘we talk to ISI and get a good response, but we think ten times before approaching them; things are changing there and we are advised to be careful,” the cable said.

“Political unrest and new ISI leadership were the principal changes, he said,” said the telegram issued by the U.S. Embassy in Saudi Arabia, after the meeting on May 16, 2009.

“As a result, he concluded, ‘we only trust face-to-face transmission of information. The MOI had shared information with ISI on Pakistanis in Saudi Arabia suspected of terror finance, but ISI had not responded,” said the cable.

The United States, which has charged the WikiLeaks of indulging in a criminal act by stealing and releasing these cables, has neither confirmed nor denied the authenticity of these documents.

During the meeting, Holbrooke noted that Pakistan was also a centre for terrorist financing through Islamic charities and asked whether the Saudis were monitoring the large Pakistani community in Saudi Arabia, and whether the Saudis were consulting with the governments of Pakistan, India, and Bangladesh over the issue.

During the meeting, Saudi Arabia’s Ministry of Interior Senior Advisor Major General Dr. Sa’ad al-Jabri said the Saudi approach was based on the fact that Saudi Arabia had been in a war and had to act.

Saudi authorities had detained over 4,000 individuals, some of whom were suspected of terrorist financing offences and would act if supplied with information, the cable said.

“Hajj was still a big problem for the Saudis, since they could not refuse to let pilgrims enter the country. Some of the non-Saudi terrorism detainees in Saudi Arabia had entered as pilgrims,” it said.

The Saudis should leash their fanatic population and prevent them funding the terrorists instead of pointing fingers at others.

this what we call blame game. somebody must ask what have Saudi intelligence and CIA and other intellegence agencies have achieved here.. they just need to have somebody for fingers to be pointed at.. Pak Army has done successful operations in South Waziristan, Sawat, Khyber Agency and so on. What 28 countries have achieved in Afghanistan in last 9 years? Yes one thing everybody knows that NATO is finding a safe way out now.

Israel & US did a good job to create confusions between Saudi Arabia & Pakistan, only to turn Saudi good eyes from Pakistan towards India in context of future role in UNSC. Well played drama to reduce Saudi help & support Pakistan. But it will be in vain.
 
Every single intelligence agency thinks 10x over before going to another. There is always a consideration of what the implications of sharing the info would be and what the ask in return would be.

I do not see anything negative about the ISI here.
 
Maybe they should monitor their citizens who provide the single largest chunk of the finance for terrorist groups.

Its also their idology which is at fault and the way they have promoted hardliners through their connections in Muslim countries.

Perhaps the Saudi's should look at their own house before blaming others.

I agree with you on radical ideology and its funding.

But don't you think when you say about terror funding by individuals its not patronized or approved by authorities or govt. of KSA.

The reality is clear and simple, the gulf states are the core of Islamic terrorism in the world. It is also worth stating that Pakistan and US are equally responsible for promoting a violent version of Islam to defeat USSR in the 80's.

In terms of state or instituitional support or approval, all agencies keep links with various groups becuase that it one part of their job. In this scenario, this Saudi major has pointed towards a much harrassed agency just to gain some quick points with the Americans.

Now ISI is working hard to purge extremist elements within its ranks and also fight terrorism to the best of its abilities. The work is underway and expansive, thus requiring time.

We would not even be in this position, if it wasn't for Saudi and other Arab nations lobbying for their favourite extremist to be made COAS in the 70's.

I actually like what Maj Gen has stated, hopefully people will wake up and put Pakistan first.

These so called 'brothers' are the biggest hindrance to our elevation globally.
