Regardless, the point is that both are calling for war when they understand very little about the devastation of such a conflict. A Pakistan-India war is one of the few conflicts that the world truly fears for a reason, whatever the justification may be.

I wouldn't say it's the wrong conclusion, I'd say it's a different interpretation. It's also not really that clearly worded. For example, how does he propose to neutralize China? The Soviets don't exist, and China doesn't care what the US and Russia say.
