In this video (see 2:34), it clearly shows that the Vietnamese ship rammed the Vietnamese fishing ship that was being towed by the patroling Indonesian ship. That was a clear provocation and a delliberate attempt to sink the fishing ship which is an evidence of a high seas violation. Nevertheless, the fishermen crew were already on board of the Indonesian patrol ship and the whole spat did not cost any lives.

Need to catch them and confiscated their patrol ships and of course if they are giving counter action we can use hard action to silence them. Look at when Japanese coast guard taking action against Norks trawler, they are fitting example
