KARACHI: The State Bank governor on Friday said overseas Pakistanis were increasingly using informal channels to send remittances to the country.

“We are seeing that the use of formal channels for sending money [by expatriates] is not growing as much as the use of informal channels,” Reza Baqir said while addressing the fourth annual banking award.

“The reasons for this may be the comparatively higher cost of sending money [through formal channels] and the questions asked [by banks] from the senders,” he added.
The central bank chief had recently told the federal cabinet that overseas Pakistanis were reluctant to provide additional information about themselves to banks fearing that their data, which would be shared with the Federal Bureau of Revenue (FBR) in line with the Financial Action Task Force’s {FATF) recommendations, could be ‘misused’.

Bankers and experts have estimated that receipt of remittances through illegal channels stood at around $8 billion a year.

Pakistan received $9.3 billion in the first five months (July-Nov) of the current fiscal year through legal channels.

Last year, the government had launched a crackdown on the operators of the illegal hundi and hawala money transfer systems and ran a campaign to encourage the use of legal channels like banks.

Speaking at the ceremony, the SBP governor noted that banks were heavily investing in government sovereign papers, treasury bills and Pakistan Investment Bonds (PIBs).

He urged banks to lend more to the private sector to boost economic growth.

“Banks should lend more as they have become risk averters following the incorporation of amendments to the money laundering and terror financing rules,” he added.

“We have made significant improvement in FATF [compliance…banks are with us [in the FATF journey].”

Baqir was upbeat about the country’s turning economic fortunes.

“The country has a bright future as the newly implemented policies are helping in addressing imbalances in the economy,” he maintained.

“The outlook for the real economy is improving in our [SBP] view.

The central bank chief said the recently introduced market-based exchange rate to determine true rupee-dollar parity had started helping improve the country’s exports.

Secondly, he added, the central bank is not lending money to the government since beginning of the current fiscal year.

“This [lending to the government] was the reason behind the loss of the foreign currency reserves,” he noted.

The country’s foreign reserves have improved to $11.5 billion from a low of $7 billion a few months ago.

“The improvement in the reserves came from a massive reduction in the current account deficit. The foreign investment in debt instruments like treasury bills holds only a one-fifth share in the overall improvement in the reserves,” he pointed out.

“Policies are addressing the accumulated imbalances in the economy.”

Pakistan signed a tough economic programme with the International Monetary Fund (IMF) in May to borrow a total $6 billion to improve its international payment capacity.

The IMF has so far released two loan tranches – coming to a total of $1.5 billion — since July.

The lending institution has found the country’s economy running in the right direction in its first economic review under the loan programme.

The solution is simple sending Money less than $500 dollar , introduce minimum questions asked approach show ID at the bank and collect funds.

  • Money coming from outside into Pakistan

Recieving $100 , no questions asked
Recieving $200, no questions asked
Recieving $300 , no questions asked
Recieving $400 , no questions asked
Recieving$500 , no questions asked

  • Someone Receiving More than $1,000-$3000 dollars, collect Taxes from the receiver (in Pakistan)
  • Someone Receiving more than 10,000 dollars sure , record the receiver information


Introduce similar rules for sending money out of Pakistan

Allow money to be received easily = More usage of Local Banks

  • People don't use Banks due to harassment by Banks
  • Secondary issue is an abundance of Robberies happening with customers close to banks / ATM where the customer came out of bank was robbed later
  • Taxi drivers working with Robbers to figure out who went to bank

  • Cousin can't buy medicine for children to need money
  • Parents of the Pakistani abroad need money for their health care
  • The person sending $500 for Eid or Usage for his family
  • The person sending $400 for property payment
  • The person has left his children in Pakistan to Study in Pakistan school fee



Pakistan is shooting on their own foot with excessive Bank questioning

Have Pakistani Bank Branches overseas , and people will use it and improve customer service
less questions asked

  • With 8-hour to 24 hours money transfers

Pakistani banking in 60's was stronger internationally vs what it is now and that is one of reasons why people have not adopted usage of Banks to transfer fund in/out of Pakistan in combination with idiotic legislation around money transfer from inside to outside Pakistan

Pakistani Legislation treats every Pakistani going to bank are 50% criminal and they have no focus on customer happiness or making them feel like Kings

I see other country's banks they treat their own Citizen with Top Quality and Royal treatment
Pakistanis don't have access to such treatment overseas as we are always seen as outsiders
Had Pakistani Banks had Banking branches overseas I am sure more Pakistanis would have chosen to open Account and Move funds in and out of Pakistan


Rise of Hundii business is 95% due to Weak presence of Pakistani International Bank overseas


During 60's and 70's Pakistani Banks were sabotaged by various foreign nations after Pakistan got involved in Pro Arab , war , that is a fact and due that , we see this Hundi Business in our country. Government of Pakistan failed to protect these Banks and their CEOs back than , and it contributed to the situation we now face and can't figure out how to fix it for time being


It is humiliating to go to Banks for foreign entities and they treat you like dirt and ask information about your background like you are some criminal


I saw the Habib bank branch in my city , when I went to website it was claiming they have no ties to Pakistan on their website , so I said **** you bank ... for putting that statement on your website , why would I open a bank account with you if you will not give me royal treatment

I remember I was looking for sending money for Donation for Dam construction project last year and thought may be I can use this habib bank international branch for that purpose
but the international branch stated they have no ties to Pakistan for that so ....

I never opened an account with them .....



I am not sure about Habib Bank's background but to my understanding, they are now centered in Europe (Central Head office) they do have business in Pakistan which serves Pakistani clients. I believe they call themselves Swiss-based I may be wrong

I need 1 BANK (Global Presence)
I need 1 Bank account to Move funds to Pakistan and out of Pakistan
Offer me
  • mortgage
  • car loan
  • offer me ATM Acess globally

MOST IMPORTANT : When I show my green passport or Pakistani ID I need royal treatment if you can't provide that , forget it

YEA I will buy it from You !!! Why would I go to Jewish Bank? who will then send interest to Israel ?

That is not too much to ask and that stupid Bank won't send me letters to come buy a 2,000 Dollar plane ticket to report in Pakistani branch to confirm my account status ... I will say F you bank and close my account if I am treated like such .....ch*** banks in Pakistan send letters to Internationally based Pakistani to come report to Pakistani branch like ... *** holes do you know how much it costs to get a plane ticket ?

1 Sending Money to Pakistan is Hard & Expensive.
2 No Online Banking.
3 International transfer of funds is hard
E.g Paypal, Money Bookers , Transferwise .
4 Most people dont have banks.

Blame goes solely on State itself, they are not pushing banks , people & businesses to modernise which itself is forcing people to use cash, instead of Online Transfer which is instant, easy to track.

Lets Say instead of printing notes of 500 1000 5000 10000
If the biggest note is 50 it will be hard for people to carry bigger amounts.
Setting a limit on cash withdrawals would force people to use Cards & Mobiles for Transactions which is alot quicker.
These few steps will have in lowering crime rate as well.

  • car loan
  • credit cards
  • Investments
Immediately to Pakistani International Bank if there was such an offer and I am sure 7-8 million other Pakistanis would do the same

What I need :
  • Royal Service !!!
  • ATM
  • Executive Service
  • Bank Branches
  • Easy transfer from Foreign Branch to Pakistan (No questions asked)
  • Confirmation benefits go to Pakistan as the Bank's Central head office is in PAKISTAN

People use Hundiii because you (Pakistani Banks) have no presence globally


So stop scratching your butts in your internal meetings in Pakistan and claim Pakistanis don't use Banking Services




0% offering by Pakistani banks overseas .... even Habib Bank does not calls itself a Pakistani Bank but refers itself as based in Europe


So how can Pakistani Community , send cash ??? of course figures will be low
