US transfers funds meant for Pakistan for building Mexico border wall

The United States is transferring $1.5 billion meant for Afghanistan and Pakistan to a fund to build the Mexican border wall, says acting Defence Secretary Patrick Shanahan.

The funds have been reprogrammed despite an increase in attacks inside Afghanistan and a complaint by the US chief negotiator that peace talks with the Taliban are not moving at a sufficient pace.

“We reprogrammed $1.5 billion towards the construction of more than 120 miles of border barrier without impacting readiness,” Mr Shanahan said in a statement released late Friday.



More than $600 million of these funds come from an Afghan security forces account while an unspecified amount was taken from the funds previously meant for Pakistan.

“The funds were culled from a variety of sources, to include unexecuted prior year funds, the suspension of reimbursements to Pakistan, and costs reductions in a series of contracts,” Secretary Shanahan said.

The Pentagon announced that the reprogrammed money will be used to build more than 120 miles of barriers along the US-Mexico border.

Ambassador Zalmay Khalilzad, who heads the US team negotiating a peace deal with the Taliban, said on Friday that the peace talks were not only moving at a slow place but had also failed to halt increasing attacks on civilian and military targets.

“We made steady but slow progress on aspects of the framework for ending the Afghan war. We are getting into the nitty gritty. The devil is always in the details,” he wrote in a tweet.

“However, the current pace of talks isn’t sufficient when so much conflict rages and innocent people die. We need more and faster progress. Our proposal for all sides to reduce violence also remains on the table,” he added.

US and Taliban representatives have held six rounds of direct talks since October in Doha, Qatar, to end the 18-year war in Afghanistan. The latest round of negotiations with the Taliban ended on Thursday.

The Afghan government, however, is not involved in the talks as the Taliban refused to sit with Kabul, after calling it a US “puppet”. Taliban spokesman Zabihullah Mujahid, however, has called the current round of talks “positive”, adding that “progress” was made on some points but others were “yet to be finalised”.

The talks have, so far, focused on two key points: the full withdrawal of foreign forces from Afghanistan and ensuring that Afghanistan is not used as a base to harm other countries.

Sher Mohammad Abbas Stanekzai, the head of the Taliban’s political office in Doha, and Mullah Baradar, a co-founder of the militant group, were leading the Taliban team in the talks.

Acting U.S. Defense Secretary Patrick Shanahan has approved the transfer of $1.5 billion to build more than 80 miles (130 km)of barriers on the border with Mexico, U.S. officials said on Friday, including taking about $600 million from an account meant for Afghan security forces.

The latest move was opposed by congressional Democrats, who also criticized a March transfer of $1 billion in military money to fund Republican President Donald Trump's wall.

"The funds were drawn from a variety of sources, including cost savings, programmatic changes and revised requirements, and therefore will have minimal impact on force readiness," Shanahan said in a statement.

Shanahan said that the U.S. military had more than 4,000 service members on the border, along with 19 aircraft.

All 10 Democrats on Senate appropriations subcommittees that handle defense, veterans affairs and related spending, wrote to Shanahan to oppose the decision. "We are dismayed that the Department has chosen to prioritize a political campaign promise over the disaster relief needs of our service members," they said.

A U.S. official said the latest transfer would include $604 million from funds for the Afghan security forces, which are struggling to hold territory against Taliban militants.

The United States had appropriated $4.9 billion in support for those forces this year. The official said the money was taken from that account because they found savings in contracts.

"It took less money to meet the policy commitment than we thought," another U.S. official said, adding this was not the first time money had been reprogrammed from the account.

The United States is in talks with the Taliban to end the 17-year-long war. U.S. and Taliban negotiators wrapped up their sixth round of peace talks on Thursday with "some progress" on a draft agreement for when foreign troops might withdraw.

But there is concern that overstretched Afghan forces could crumble if U.S. troops leave.

The remainder of the money will come from a chemical demilitarization program, a retirement account, funds for Pakistan and Air Force programs.

Lawmakers have hinted they may respond by putting new restrictions on the Pentagon's authority to move money around, as it has done in the past to deal with natural disasters.

Immigration is a signature issue of Trump's presidency and re-election campaign. He declared a national emergency in order to redirect funding to build a border wall without Congress' approval, and his fellow Republicans in Congress sustained his veto of legislation that would have stopped it.

why usa give pakistan money?
Simple.... strategic interests.

Why Does the USA give money to Israel? Israel has no strategic relevance to USA.
 
the REAL news is that America transfered funds meant for Afghanistan to Mexico wall,,,but it seems DAWn in its desperation also added Pakistan into it. besides we dont get any aid or fund from US since last 2 years, this is bullshit
