US puts new reward on perpetrators of 26/11attack: Questions.

I don't know much of diplomatic language but i was astonished that if US had no evidence regarding perpetrators of 26/11 attack then how did it reach to conclusion that Hafiz Saeed n pakistan was involved?
At least now India can present the evidence regarding involvement of perpetrators to US & can enhance its foreign reserves & can nail pakistan, assuming India has got concrete evidence.

Could someone take pain to make me understand what this reward is all about as i am incapable of this.

hamid mir, wadi tooi nawaz, and some other mofo's should answer this questions. especially the wadi tooi who was making up all sorts of claims to save it self needs to be held accountable and really tried and hanged. the traitor.
