I doubt it.

The global tenders were officially closed and scrapped.

The Government to Government deal was a fresh new deal and that is India's sovereign right to choose. It was decided by the government through all the processes and procedures in place.

This seems more like mis-understood lines by Dr Swamy. US companies are the most eager ones to sell arms to India.
