Incorrect. The larger population at risk is not the drug addicts or the homosexuals, but everyday common folk due to poor practices in a failing healthcare system. There is potential for serious local outbreaks if the trends highlighted in the UN report are not checked immediately. Look at what happened in Larkana recently.
