It was still pretty high in 1990. Worse than some poor island and African countries (eg Botswana). That isn't something to be proud of. Even as recently as 2000 it was pretty high.

In 1990 You were beat by Botswana..here is their medical system back around 1990.

In 2000 your mortality rate (36) was still higher than Trinidad's old 1990 rate (30). Here is the country that beat you.

But now we are on par with the developed countries, think of how many people in China, 20% of the humanity, it's nothing short of a miracle taking care of those many people in this vast land stretching mountains and deserts, China has one of the harshest lands on this planet and most part of her lands are very barren.
