U.S. to send Humvees and unarmed drones to Ukraine

Representatives of analytical and politological centers of the United States visited Mariupol and held talks with military leadership in the region.

Guests paid particular attention to use of modern technical reconnaissance equipment and unmanned aerial vehicles in east of Ukraine.

The experts also traveled to Shyrokyne village located at the frontline and Sartana village and saw destructions of local infrastructure.

The experts underscored that this visit permitted them to understand in details all consequences and effects of military aggression against Ukraine, receive necessary data to give recommendations to their senior military political leaders in order to develop further cooperation in promoting security.

Dismantling Ba'ath regime in Iraq was not a sound foreign policy decision. However, problem started when Saddam Hussein decided to ditch USD for EURO for its oil exports. Americans perceived this move as a threat to their economic interests and Saddam had to go. However, nobody realized at that time that extremist forces will turn Iraq into a factory of terrorism. American forces are now pounding ISIS in Iraq, Syria and Afghanistan; ISIS is certainly loosing ground and will be thoroughly defeated at some point. However, a mess indeed.

Ukraine is facing a separatist crises in some parts of its territory in the East and Russia is supporting those rebels. This has made it really difficult for Ukraine to curb rebellion in the East and the war has prolonged ever since.

Liberation of Ukraine from Russia's occupation is one of the top priorities for the United States, advisor to U.S. President Donald Trump on cybersecurity and former New York City Mayor Rudolph Giuliani has said.

Trump will insist on this interest and will achieve it, he said in an interview with the Novoye Vremia magazine published on June 16.

He did not agree that the Trump administration is too gentle in its relations with Russia.

Giuliani said that the impression of gentleness towards Russia could be seen in some comments of Trump during his election campaign. However, he said that Trump after running the president post has started studying the essence of international relations more thoroughly. He took Syria as an example, which is the obvious ally of Russia. Trump ordered to bomb the Syrian military base, he said. It is clear that in his steps he prioritizes the interests of the United States over the interests of Russia, he said.
 
Ukrainian and US military delegations discussed further bilateral cooperation and reaffirmed long-term strategic partnership in Garmisch-Partenkirchen, Germany. The Ukrainian delegation held consultations with Deputy U.S. Europe Commander General Timothy Ray and Director of Strategy and Planning General David Allvin. The US party reaffirmed the U.S. support to Ukraine.

The parties shared experience on receipt and use of the U.S. states assistance in all spheres, including training, cyber security, and regional cooperation and reached preliminary agreements with General Adjutant of US National Guard Forces in California General David Baldwin regarding development of cooperation in many spheres, particularly in development of combat capabilities of aviation of the Armed Forces of Ukraine, training, as well as defence diplomacy events.

The Ukrainian party briefed on priorities of development and reforms of the Ukrainian army.

US officers will be sharing experience regarding conscription procedures and recommendations with Ukrainian military in the National Land Forces Academy. They will tell about the experience of their country to representatives of military commissariats, Main Personnel Directorate of the General Staff of the Armed Forces of Ukraine, and academy faculty. The Ukrainian military will brief on their work.

President of Ukraine Petro Poroshenko had a meeting with U.S. Secretary of Defence James Mattis.

The parties discussed the situation in Donbas caused by Russian aggression and expressed concern over constant attempts of Russia and its militants to undermine the process of peaceful settlement.

The Head of State expressed gratitude for a strong and resolute support of Ukraine’s sovereignty and territorial integrity by the United States and noted the importance of enhancing transatlantic unity and solidarity.

Petro Poroshenko urged to preserve a single international frontline in the policy of sanctions against Russia until the restoration of Ukraine’s territorial integrity and sovereignty including Crimea.

The Head of State expressed gratitude for the important assistance of the U.S. in the enhancement of Ukraine’s defence capability and resilience of the Armed Forces of Ukraine, as well as in the issue of rehabilitation of the Ukrainian service members.

James Mattis expressed full support for Ukraine and supported preservation of sanctions against Russia as country-aggressor. He noted the importance of compliance with commitments as regards ensuring the international order,
sovereignty, territorial integrity and freedom.

„Even in the face of the aggression and cyber-attacks your country demonstrates solid commitment and does a lot. The U.S. sticks to the position of supporting Ukraine,” he stressed.

He noted the great progress of Ukraine in the sphere of defence and security, as well as the role of Chief of the General Staff of the AFU Viktor Muzhenko in that issue.

The parties discussed the reinforcement of defence potential of Ukraine within the development of strategic partnership with the U.S. and the enhancement of bilateral cooperation in the defence sector.

Petro Poroshenko noted that Ukraine and USA have done a great job over the past three years. „We have created new Armed Forces of Ukraine together with our American partners,” the President emphasized.

The Head of State stressed that Ukraine continues developing its army even in the conditions of aggression. He added that the Ukrainian troops gained experience and can share it with our American partners.

The President emphasized the importance of expanding cooperation in the sphere of security and noted that Ukraine managed to preserve its territorial integrity,independence and sovereignty, inter alia, due to cooperation with the U.S., which is our strategic partner.

The President invited the U.S. Secretary of Defence to visit Ukraine.

Secretary of State Rex Tillerson has appointed former U.S. ambassador to NATO Kurt Volker a special representative for Ukraine.

Volker will coordinate the efforts of the State Department for the settlement of the conflict in Ukraine, U.S. Secretary's representative Robert Hammond said.

Volker was born in 1962. He is a specialist in international relations. Since 1986 he worked as an analyst in the CIA, since 1988 - in the U.S. Department of State. In 1998 he became the first secretary of the American mission to NATO, in 2005 - Deputy Assistant Secretary of State for European and Eurasian Affairs, and in 2008-2009 he was the U.S. ambassador to NATO. During the past several years, he worked at the McCain International Republican Institute.

The United States is interested in the strengthening of Ukraine's defense capability, U.S. Defense Secretary James Mattis said.

Mattis said he had come to Kyiv to better learn the situation of the Ukrainian military on the frontline. That will enable him to advocate more actively what the Ukrainian president and defense minister have told him of, Mattis told reporters following negotiations with Ukrainian President Petro Poroshenko on Thursday.

Mattis said the U.S. is interested in strengthening cooperation with Ukraine.

Mattis said the U.S. had recently approved supplies of equipment worth $175 million, including special equipment, which will strengthen Ukraine's defense capability.

Another batch of U.S. high mobility multi-purpose wheeled vehicles (HMMWV), or the Humvees, is expected to arrive in Ukraine, Ambassador Extraordinary and Plenipotentiary of Ukraine to the United States Valery Chaly has said.

"Let's take HMMWVs – a new delivery of new high-quality vehicles, including medical ones, is in the pipeline," Radio Liberty quoted Chaly as saying on Thursday evening.

At the same time, when answering a question about lethal weapons for Ukraine, Chaly confirmed that there is the support of the Pentagon and the U.S. Department of State in this matter, and the final decision remains with U.S. President Donald Trump.

The American company AM General in October will transfer additional 40 medical Humvees to the Armed Forces of Ukraine, the Embassy of Ukraine in the USA reported on Facebook.

"Ambassador of Ukraine Valeriy Chaly met the leadership of AM General – the producer of famous Humvee military vehicles. Executive Chairman Gen. (retired) Jack Keane, CEO Andy Hove and Executive Vice-President Larry Platt took part in the meeting," the embassy wrote.

The parties discussed possible options of strengthening cooperation between Ukraine and the world-acclaimed producer of military off-roaders, according to the report.

"The leaders of AM General expressed their interest in further practical support to the Armed Forces of Ukraine who are countering the Russian aggression. They informed that this October, additional 40 medical Humvees were shipped to Ukraine for the purposes of the Armed Forces, and are due to arrive in the near future," reads the report.

It is also reported that it was agreed to continue contacts in order to contribute to meeting the "immediate needs of the Ukrainian servicemen."

The approved draft U.S. defense budget envisions allocating Ukraine lethal weapons.

The draft legislation "authorizes $350 million to provide security assistance to Ukraine, including defensive lethal assistance," the document said.

"The legislation restricts half of these funds until the Secretary of Defense certifies that Ukraine has taken substantial action to make defense institutional reforms critical to sustaining capabilities developed using security assistance," it noted.

In addition, the draft bill envisages allocations of $100 million to Baltic countries to beef up their defenses against possible Russian aggression.

The draft U.S. defense budget for next year envisages the allocation of $350 million to provide assistance to Ukraine in matters related to security, including giving Kyiv defensive lethal weapons, according to Ukrainian Ambassador to Washington Valeriy Chaly.

"We have further support of Ukraine's defense capabilities by the U.S. The U.S. defense budget for 2018 provides $350 million for security policy assistance to Ukraine and a significant expansion in its scope. The draft law authorizes the provision of lethal weapons of a defensive nature to our state," he wrote in his Facebook page late on Thursday.

According to the Ukrainian diplomat, the document also envisages funds for the rehabilitation of wounded servicemen of the Armed Forces of Ukraine in U.S. medical institutions and training of Ukrainian medics in this field.

"For the first time, it is proposed to provide Ukraine with such defensive means: air defense radar and above-water surveillance means, naval countermine equipment, coastal patrol and defense ships," Chaly wrote.

According to the Wall Street Journal, citing its own sources, the U.S. administration is ready to approve the sale of anti-tank Javelin rockets to Ukraine.

Ukrainian President Petro Poroshenko earlier expressed a desire to purchase the weapon system.

The decision of the U.S. administration is coordinated with both houses of the U.S. legislature in the 2018 military budget.

The legislation "authorizes $350 million to provide security assistance to Ukraine, including defensive lethal assistance," the document said.

The budget restricts half of these funds until the U.S. Secretary of Defense "certifies that Ukraine has taken substantial action to make defense institutional reforms critical to sustaining capabilities developed using security assistance," it noted.

Poroshenko earlier said Kyiv would be given $500 million worth of "lethal defensive weapons."

The British non-governmental organization European Leadership Network (ELN), commenting on the proposed delivery of weapons to Ukraine, said it would complicate the situation [in Donbas] for the Kremlin.

The Javelin’s Command Launch Unit—CLU—has a sophisticated infrared sensor with multiple viewing modes, including 4x optical zoom, a 4x green-lit thermal view, and a 12x narrow-vision zoom activated for targeting. The seeker in the missile even provides a fourth 9x thermal viewing mode. The CLU can therefore serve as a handy scanning device for the infantry. The thermal viewers on the Javelin needs to be cooled off to function well, which theoretically takes 30 seconds,The system also incorporates multiple safeguards to avert or abort accidental launch.

The CLU, when loaded with a missile, weighs in at 50 pounds (most of the weight comes from the missile), and can be fired from a crouch or even seated position. That’s a lot lighter than the wire-guided TOW or other long-range missiles that typically required a heavy tripod. Still, it’s not exactly something you’d want to run a marathon with.

The Javelin’s 127 millimeter shaped charge warhead is estimated to penetrate the equivalent of 600 to 800 millimeters of Rolled Hardened Armor (RHA), One of the Javelin’s few limitations is its range—2.5 kilometers. Though adequate for most combat situations. Finally, a new extended range Javelin has been recently tested capable of hitting targets up to 4.5 kilometers away. This is significant, as one of the chief rationales for keeping the TOW missile as the standard vehicle-mounted anti-tank weapon was its longer range of nearly 5 kilometers. A long-range Javelin would seem to be superior.

For example, the United States has provided 120 Javelin launch units to Estonia and 260 to Lithuania.

The approved draft of the new U.S. National Defense Authorization Act foresees the rehabilitation of wounded Ukrainian servicemen in U.S. medical institutions, the training of Ukrainian medical experts in this field, as well as the strengthening of the Ukrainian Air Force and Navy, Ukraine's Embassy in the U.S. has reported.

"The draft law authorizes the provision of defensive lethal weapons to our state. It also includes new provisions allowing the use of U.S. defense budget funds for the rehabilitation of wounded Ukrainian servicemen in U.S. medical institutions, the teaching and training of Ukrainian medical experts in this field, as well as the strengthening of the capabilities of the air and naval forces of our state," the embassy reported on its Facebook page late on Thursday, November 9.

The diplomats specified that for the first time at the legislative level, Washington proposes giving Ukraine such defensive means as air-defense and surface search surveillance radars, naval countermine means, offshore and coastal patrol ships.

The bill must be voted by the Senate and the House of Representatives before is it submitted for signature by the U.S. president.

"The position of both chambers of the U.S. parliament once again underscores the high level of bicameral and bipartisan support of Ukraine in opposing the Kremlin's aggression," the embassy said.
