U.S. may bend FMS rules to participate in Indian ATGM tender with “FMS only”Javelin missile : Defense news

The United States is likely to bend its Foreign Military Sales (FMS) rules by offering the Lockheed Martin- Raytheon manufactured Javelin Anti-tank guided missile(ATGM) in a tender for approximately 1000 units of the highly effective ATGM. India had floated a tender in which the Israeli Spiker missile is also a contender.
U.S. may bend FMS rules to participate in Indian ATGM tender with FMS only Javelin missile

FMS deals only involve direct government-to-government transactions and the U.S. government does not participate in competitive tenders for defence equipment sales.

Executives of Lockheed Martin indicated during a background briefing in New Delhi that the missile was classed as "FMS only", which means only the U.S. government could authorize sale of the missile after direct negotiations with the purchasing country's government. FMS transactions allow the U.S. government to impose certain conditions which individual companies may not be able to do while dealing with foreign governments.

Most high tech defense equipment which the U.S. considers vital to maintain its technological edge, is classed under FMS and Uncle Sam buys the equipment from the manufacturer and sells it to the buying country's defence force.

The Javelin has completed its trails in India, according to the Lockheed Martin executives and they are awaiting the next move from the Indian establishment. India will evaluate the Javelin against the Israeli Spike, man-portable ATGM which has seen sales success in a number of countries.

While the U.S. Javelin is considered one of the most accurate ATGMs in the world with proven systems, the Israeli "Spike", manufactured by Rafael has met with more sales success and is operational in a number of countries in Europe, South America and Asia.

The large size of the Indian order, upwards of 1000 missiles initially, with a strong possibility of follow-on orders could be worth upwards of $250 million initially.

how come father and child are competing? US will seal the deal no doubt.. It can impose pressure on Israel and India very easily .. i dont understand what is the need for this drama :lazy:

Why the hell does MOD have to have a tender for every damn thing?! This new obsession with tendering is the reason why half of our projects get stuck in limbo while China accelerates to 5 times faster military buildups than us.

I am even surprised why General VK Singh is allowing this. He should have at least expressed his displeasure to send feelers to these bloody babus of not tendering every tom, dick and harry military purchase.

ATGMs are important but hey, can't they just go ahead and buy them rather than making a prat out of entire country everytime?

is 1000 enough?

1,000 would be foreign made. Nag MANPAD is also in development so whatever remaining numbers is required will be filled by it. This is only a stop gap measure as many of our recent purchases that till domestic platforms aren't ready, we might use these as fill ups.

Besides, we're not exactly running into a war with anyone at the moment. So 1,000 is enough considering it is foreign maal.

^^ We must get enough numbers to effectively neutralize the threats from Pak+China combined...will 1000 be enough? I don't think so.

Dude, it is only a stop-gap as I said. We will be obviously having more than a 1000 but the remaining will be Nag MANPADS that are in development now.

There is a total reqirement of somewhere around 11-12000 manpads. out of which 1000 orders are initially for Javelin. We also have a trend of buying something in small numbers and if requirements are met then then the order will increase.

NAG manpad is also in the making but that will take some time. we will have more of Javelin in a shot while.

How much SPIKE costs..? I guess SPIKE has met with considerable success in business...

EDITED--"Fulcrum d beat me to it" :D

And we will see the foreign en block purchases shrink further and further as our own products start maturing.

What Tshering and others have been trying to say is well demonstrated by IAF orders of both the israeli spyder and Indian Akash systems for air defence.

Nag is not a MANPAD(Man portable Air Defence)it's an ATGM.

NAG has two variations. one is man-portable, other is NAMICA mounted.
