Bro, unless we don’t have working HGVs, testing ICBMs openly would be a very high death wish. USA would give a surprise unexpected first strike to Pak while PN being incapable to Retaliate back through air or Sea thanks to the distance hence where our triad fails. One strike and every nuke from Land neutralized, leaving us with navy.

ICBMs are becoming obsolete and can be possibly countered by ABMs.

HGVs however, are something else. They are the threat of today, ICBMs were the threat of yesterday.
