DHAKA, May 8, 2019 (BSS) – The Planning Commission today approved a draft Taka 2,02,721 crore original Annual Development Programme (ADP) outlay for the next fiscal year (FY20) giving highest priority on the transport sector.

The draft ADP size was finalized at an extended meeting of the Planning Commission held at the NEC Conference Room in the city’s Sher-e-Bangla Nagar area with Planning Minister MA Mannan in the chair.

Of the draft original ADP size, Taka 1,30,921 crore will come from the government’s own resources while the remaining Taka 71,800 crore from project assistance. However, incorporating the autonomous bodies and corporation’s own fund of Tk 12,392.73 crore, the draft overall ADP size reached Taka 2,15,113.73 crore.

“The draft ADP for the next fiscal year will be placed before the National Economic Council (NEC) meeting soon,” said the Planning Minister while briefing reporters after the meeting.

He said that the government has kept continuing all-out efforts to ensure highest utilization of the ADP and hopefully this trend would continue in the next year also.

“The new draft ADP has given special emphasis on human resource development, power, infrastructure, education, and Public Private Partnership (PPP) initiatives,” he added.

Asked whether there would be any new step to break the shackles of lengthiness in project implementation, Mannan said that the government is trying hard to break this trend.

He informed that the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning would be further strengthened and hopefully good results would come at the end of the year.

About the implementation rate of the Annual Development Programme (ADP) for the July-April period of the current fiscal year, the Minister said the executing agencies could spend Taka 96,493 crore or 54.63 percent of allocation during this 10-month period.

The ADP implementation rate during the July-April period of the last fiscal year was 52.42 percent or Taka 82,603 crore.

Planning Division Secretary Md Nurul Amin said this draft ADP would be placed before the NEC meeting likely in the next week.

The proposed ADP size for the next fiscal year is 17.18 percent higher than the original ADP size of Taka 1,73,000 crore for the current fiscal year (FY19). However, the revised ADP for the current fiscal year came down to Taka 1,67,000 crore.

The Transport sector received the highest draft allocation in the new ADP considering the Padma Bridge Project and the Padma Bridge Rail Link project. Besides, the Local Government Division enjoyed the highest allocation as a single Ministry with Taka 29,776 crore.

In terms of sector-wise allocation, the transport sector received the highest draft ADP allocation of Taka 52,805.69 crore (6.25 Billion USD) or 26.5 percent of the original ADP followed by the power sector with Taka 26,017.13 crore (3.09 Billion USD) or 12.83 percent of original ADP, physical planning, water supply and housing sector with Taka 24,324 crore (2.88 Billion USD) or 12 percent of the original ADP.

Besides, the education and religious sector received a draft allocation of Taka 21,379.12 crore (2.53 billion USD) (10.55 percent of original ADP), Science and ICT sector with Taka 17,541.26 crore (2.07 Billion USD) (8.65 percent of original ADP), rural development and rural institution sector Taka 15,157.40 crore (1.54 Billion USD) (1.79 Billion USD) (7.48 percent of original ADP), health, nutrition, population and family welfare sector Taka 13,055.47 crore (1.54 Billion USD) 6.44 percent of original ADP), agriculture sector Taka 7,615.93 crore (897 million USD) (3.76 percent of original ADP), water resources sector Taka 5,652.90 crore (669 million USD) (2.79 percent of original ADP), public administration sector Taka 5,023.88 crore (594 million USD) (2.48 percent of original ADP).

Foreign aid utilisation to get priority

The government is set to fix the size of the development budget at Tk 202,721 crore for 2019-20, up 21.39 percent from the current fiscal year, as it looks to mobilise a higher amount of foreign aid piled up in the pipeline.

As of November last year, the amount of foreign aid in the pipeline stood at $48.75 billion.

The draft proposal was adopted yesterday at an inter-ministerial meeting chaired by Planning Minister MA Mannan at the planning ministry.

After the meeting Mannan told journalists that they will place the draft of the annual development programme at the National Economic Council (NEC) meeting next week for its final approval.

In the next fiscal year, foreign aid utilisation will get a big boost: it has been fixed at Tk 71,800 crore, which is 40.78 percent higher than the current year’s.

“We have amassed a big amount of foreign aid, so we will try to utilise it more next year,” said a senior official of the planning ministry.

Conversely, the government’s own fund allocation has not increased much: it has been set at Tk 130,921 crore, up 12.86 percent year-on-year.

The reason the government’s own fund allocation has not scaled up much is because revenue collection was dismal.

In the first eight months of the fiscal year, it grew 7.02 percent, according to data from the National Board of Revenue. A year earlier it had increased 14.13 percent.

As a result, the government is being conservative in allocation of its own fund for the ADP next fiscal year.

Although a big allocation is given to the ADP every year, the amount invariably gets revised down during the course of the year due to lackadaisical implementation.

When asked, Mannan said the government would take some steps from next year so that the ADP implementation gets a boost.

In the first 10 months of the fiscal year, 54.63 percent of the ADP budget was utilised, up from 52.42 percent a year earlier, according to the minister.

In the upcoming budget proposal, the government will allocate the highest amount for the transport sector considering some of the mega projects that are ongoing like that of the Padma bridge and Padma rail link.

The government is allocating Tk 52,805 crore, which is 26.05 percent of the proposed ADP to the transport sector, according to the planning ministry’s proposal.

The second highest allocation of Tk 26,017 crore has been made for the power sector, which is 12.83 percent of the proposed ADP.

Among other sectors, physical planning, water supply and housing will get Tk 24,324 crore; education and religion Tk 21,379 crore; science, information and communication technology Tk 17,541 crore; rural development Tk 15,157 crore; health Tk 13,055 crore; agriculture Tk 7,616 crore; water resources Tk 5,652 crore; and public administration Tk 5,023 crore.

The government will build 560 model mosques across the country to preach “accurate and correct” Islam and to counter the religious misconceptions which cause militancy and extremism. The government took the initiative during Prime Minister Sheikh Hasina’s June 2016 visit to Saudi Arabia, when King Salman promised to fund the vast majority of the Tk8,722 crore project. Since the Saudi government is yet to send the funds, however, Hasina’s government will now undertake the project with funding from local sources. Based on examples only seen in the kingdom, Qatar, and Malaysia, the model mosques will have special features including research facilities, seminar rooms, and libraries to provide religious education and “spiritual revival”. Prime Minister Sheikh Hasina laid the foundation stone of the project at her Gonobhaban residence on April 5, when Religious Affairs Minister Principal Matiur Rahman and Secretary Anisur Rahman also present. “Islam is the religion of peace,” Prime Minister Sheikh Hasina said. “Our aim is to spread the true light of Islam. We are going to build model mosques where Muslims can exercise the real culture of Islam.” The prime minister said her government was committed to stopping violence in the name of Islam. “Islam never supports militancy, and such actions in the name of Islam are affronts to the religion,” she said. The Ministry of Religious Affairs and Islamic Foundation prepared the model mosque project details and received the approval of the Executive Committee of the National Economic Council (Ecnec) on April 25, 2017. “We will implement the project using government and local funding,” Religious Affairs Ministry Secretary for the project, Anisur Rahman, said. Islamic Foundation Chief Shamim Mohammad Afjal told the Dhaka Tribune that funding from Saudi Arabia would be received “eventually,” although he could not be specific on the amount. “It is a government project, so the government will be the primary financer,” he said. “That being said, anyone can donate into the model mosques project to uphold the religious spirit.” The government is initially building nine model mosques at a cost of Tk90 crore in Chittagong, Jhalkathi, Khulna, Bogura, Sylhet, Mymensingh, Rangpur, Noakhali, and Gopalganj. The total cost of all 560 mosques is Tk8,722 crore, of which the Saudi Arabian government committed to funding Tk8,170 crore. Despite the process having been delayed due to the slow progress of land requisition, project officials said a tender for the building works will be floated “within a very short time.” The tender is to be floated separately for each mosque and the allocation will not be similar, according to the plan. Project officials said the Ministry of Religious Affairs has already formed 15 sub-committees to complete the project within the timeframe. “The project has the priority of the prime minister’s office,” Religious Affairs Secretary Anisur Rahman told the Dhaka Tribune. “Initially, we will start construction work on nine mosques and gradually complete all 560.” According to the plan, men and women will be allowed in the mosques to pray separately. In addition, the local community will be able to use the cultural centres for religious learning. All the mosques are to follow the same model and will be built on 40 decimals of land. At city corporation and district levels, the model mosques will have escalators and air conditioning.
