Yes, this is the truth. We had no Legco election until 1995, just two years before the handover. The governor was the head of both executive and legislative branch, that was appointed by the British. We couldn't say any bad about the British rule and the Queen, otherwise the Special Branch would come for you. Also this was much stricter for protest under British rule and people should read about the Societies Ordinance before the handover to see how much power the Colonial gov't had. Not to mention, people would get arrested and beat up just by delivering political flyers back then.
