You are correct. It is civilization. Soviet time might be bad from some aspects (which I do not believe Western propaganda 100%. In Vietnam we could only see the good side of the Soviet Union), but it brought civilization to backward countries. If there was no Soviet period, countries like Tajikistan might take around 100 - 200 more years to get to current development level, if ever. Same to Kazakhstan, Mongolia, Uzbekistan, Turkmenistan, Armenia,...
One of the very bad side of many "democracies" was, and is, that their governments have been reluctant to control population growth, because it violates, as per Western definition, human right, and naively wait for population growth rate to go down automatically when countries get richer. But with high population growth, like in India or Sub-Saharan Africa, they may never get richer, let alone rich. I see many countries of today are worse off than in 1980s, even with much more high-rise buildings, mobile phones and cars, and even with higher nominal GDP per capita in US$.
I know the fertility rate in most third world, poor countries are going down, but very slow indeed. With that current rate, most of them will be in unbearable condition of over-population, before it can get any better.
