A very small village sitting right on the border between China and Bhutan, it's so barren, nothing grows there and people are feeling short of breath all the time.

This village has just 38 households , total population are around 150. All the houses are the same cookie cutter constructions built and given to them for free by the government, they don't have to pay a cent.

Life is so harsh there and the vlogger asks them why they didn't move down to a lower and humanly hospitable place, they say they are used to this place and their families lived there for many generations.

Bodies of Tibetan people have specially adapted in dealing with high altitude environment with low oxygen and temperatures. Have observed it personally in my last visit to dharamshala (city of Tibetan refugees in India).
 
China Nepal border, everywhere is under construction on the Chinese side, kingdergartens, middle schools, residential houses, the locals say they all will move into the new village once the construction is finished. The local villagers are all ethnic Sherpas.

On the Nepalese side of the slope we only see some obscure thatch and wooden houses, no noticeable buildings.

 
Some of those people moved from high elevation to lower lands near Bhutan, the Chinese government built some new settlements on lower lands next to the Bhutanese border, environment there looks much better than the OP one.

Western media also reports about China's " ghost towns" , but the truth is China always plans ahead and builds new towns and neighbors with all the supporting facilities, the new towns won't take people until everything is finished and functions are tested. Just as the villagers tell the vlogger in this video, they could only move in when all the facilities are finished, kingdergartens, middle schools, hospitals...
