Building Dams in a highly seismic area is not a good idea. Lots of nations store water in their canal system. The water does not go gushing out of a canal.

Name one Country???? Canal is not a storage. You release water it move downward unless you have some storage e.g. small water reservoir to store water from that canal.
Dams are most cost effective solution for Power along with large water storage capacity.
