The Ganges originate in the Gangotri glacier, which is the primary glacier that feeds the river Ganga, and it's located in Uttarakhand India, another river is Alakananda which again originate in Uttarakhand, Now, I'm sure Uttarakhand is not in China.
Nepal discharges more water into Ganga than China.

A study finds almost 93% of the basin is in India and Nepal. The Chinese contribution to the basin is (3%) and that too the glaciers along the Himalayas which feeds rivers into Nepal which in turn feeds Ganga.

Obviously Indians will be doing this specifically to hurt Pakistan but I bet that won't happen because Indians are aware of Pakistan's ability to react proportionally to any adverse actions against it. There is a cost India will have to pay like it payed with international prestige for Balakot adventure while Pakistan came out on top and was regarded as more sensible peace loving nation.You can't unilaterally scrap a Treaty. What India can do is to utilize the 100% of water allocated to it under the IWT. It doesn't do that right now. Also from what I understand, India can use the water for electricity generation without a hitch.
Of course they will do it. Infact they are already doing it and Pakistan keeps raising objections and gets some minor relief like lowering the height of dams. Pakistan was compensated monetarily by India in 1960 for any loss of water from the 3 rivers.
