They are different than they were before, and those were different circumstances. The main issues back then were kidnapping (for which Burqa and Mehrem laws were instated,) lack of any rule of law (strict Sharia was made the law,) drug addiction (severe deterrents,) and illegal militant activity (for which warlords were disarmed and controlled.)
Today the challenges are mainly dealing with proxies of foreign powers and the Afghan government hold-overs. They will be dealt with by them in clean-up ops. Taliban have special forces and commando units now with modern weaponry and even anti-aircraft crews, armored humvees. This is a professional fighting force.
