This has to be the fault of the journalist, maybe she was talking about future plans or a new system. Because even an all-composite body wouldn't cut down the overall launch mass by this much.
That double range is because of multiple factors:
-use of composites in the second stage
-better fuel grain quality and fuel geometry in both rocket motors
-reduced RV mass
Agni-V is the result of improvement on Agni-III. And Agni-VI will be the result of improvement on Agni-V.Yes bro,what you say is true but all these factors that attributed to the better efficiency of Agni IV could also be implemented on newer made Agni IIIs and Vs - what do you say??And as for the weight reduction of Agni III,well,no where it says in that article that it was all attributing to the use of all composite body only.The same reasons you mentioned for Agni IV could also be implemented for Agni III,just a thought.
Agni-V is the result of improvement on Agni-III. And Agni-VI will be the result of improvement on Agni-V.
So doing the same for Agni-III would only increase costs, instead working on Agni-VI will be better.
But 22 tons is a too small figure for overall launch mass of Agni-III (or any BM of that class/characteristics), it can only be considered as a misunderstood one. The same reasons are already being implemented in form of Agni-V and VI as I said.

Agni IV is a TD. Not a deployement missile. Kinetic is right. It will happen in the future, not right now.But as far as I can remember,Tessi Thomas had on record told that DRDL was actively trying to cut down the weight of Agni III from 50 ton to ~22 ton or so.So cutting down the weight of Agni V should not be a problem either!!

Besides,Agni IV has double the range and apogee of Agni II despite of having similar dimentions,displacements and warhead weight!!So I don't think that our propellant or rocket motor technology lags too far behind.

He says our missiles are heavy because our propellant and material technology not to par. He gives 240 ISP for our propellants vs 260-280 for US/Rus/Eur. But that doesn't reduce capabilities of our missiles and also for the same reason our missiles costs much less.
