I don't know about China, but in Korea there is a law that says all secure banking must be done with activex. The problem is that activex is like 10 years old and only works on ie6. So effectivly, the country that produces some of the leading edge tech is using IE6.

Also almost every computer in Korea has a virus thanks to this.
