They have the facility. and the ability. to utilize it properly is the govt's job. and I am afraid a govt where the ministry of science is handed out as a punishment will not be able to do so.

Wafer production is all in china. they own that market pretty much 95+%. Doubt there any wafer foundry's in Pak.
