I found that interesting as well. My guess is that Tibet must have little cloud cover since the Himalayas block rain clouds from the oceans. They drop all there moisture in Nepal, Bhutan and India...So there is clear sky's over Tibet.

But solar panels needs regular supply of water for cleanliness of it to attain max efficiency, a reverse osmosis on site plant will be needed for water supply
