This is an issue with two of India's neighbours - both BD & Pak never have faith in those whom the elect .

@ subject : Talking to PA would amount to legitimizing their role in running that nation. This is something India is not interested to do. Also, it would undermine the existing & future Govts as well. It is contrary to the policy of any Govt - no one formally talks to agencies within another nation bypassing the Govt .

While we have proof of riggin in elections and govt using cops to kill political workers (including women) and using its goon who were leading police (who later shamelessly looted a shop)... A so called elected PM all of those family is occupying key positions just bcoz they are related to him ? And so on .. No thank you ... And please you guys are the last ones speaking about faith in the govt!!!... I've seen Indians (which include you) bashing "sickular" "kangressis"... Etc..

First of all Pakistan or any of its institutions don't need India's
Acceptance for anything... Second the army doesn't control anything they are more interesting in fighting terrorism rather than meddling with foriegn affairs.....
