Not sure if you are a vet...but I conclude otherwise. Ifran Baloch was right, troops tend to want "payback". I hope it is kept on the level, but I remember the feeling. You want your enemy to suffer.
Am definitely not a vet, but I understand it's a problem in Iraq and Afghanistan. Troops get hit by an IED and the bomber is usually long gone. Soldiers are left resentful of the people in the surrounding area because they think the locals aided the bombers. Or simply they believe the ambushers are still hiding in the neighbourhood.
It was a problem in Vietnam too.

It is normal to extrapolate revenge to the whole combatant population. It is not an exclusive reserve of the Americans. It is as human as it is happening in Xinxiang!
However, combatant should be more worried if the revenge gets caliberated to be focussed on the actual support system. Because that will in fact stymie the real players and planners. Nothing could be worse for such combatant. That is where fear becomes personal.
