Pakistan-based terror groups continue to train their cadre for underwater strikes and exhort them for ‘Samundari Jihad’ (seaborne jihad) against India, Union minister Hansraj Ahir said on Wednesday. Replying to a written question in Rajya Sabha, he said as per available information, there is no specific input about any terrorist group planning a 26/11 type Mumbai terror attack on ports, cargo ships and oil tankers in the high seas.

“However, available inputs indicate that Pakistan-based terrorist groups continue to train their cadres for underwater strike capabilities in a bid to infiltrate them into India by sea/water ways,” the Union Minister of State for Home said.


Mr Ahir also said that “as per available inputs, the Pakistan-based terrorist organisation had exhorted its cadres for ‘Samundari Jihad’ against India”.

So basically, preparing for multiple Mumbai style targets against Indian cities. This is extremely worrisome as these are disposable assets for the controllers of these "non-state actors". They are ready to die or their objective, are not structurally limited and can simply be trained by naval warfare experts to conduct terror strikes and dish out maximum casualty.

While intelligence gathering mechanism needs to be bolstered, a rule must be passed that Coastal states cannot refuse any intelligence warning like how CM Chavan did on intel received days before 26/11. In case of such a violation, the state government should be dissolved and re-elections should be conducted; being under governor till a replacement has been made.

Unless we bring state governments at par with central ones and make them accountable, individual politicians will continue to play party versus party politics and compromise national security.
